A static list is a fixed selection that you have made from an external system. A static list is therefore a fixed number of contacts and, unlike dynamic lists, cannot grow in size.
Static Lists have some disadvantages that you should be aware of. (Note: this does not apply to static lists that are entered via an integration):

Opt-out must be based on a global opt-out
If you work with permissions (Newsletter by default) and someone unsubscribes from a Static List Mailing, this opt-out will not be processed in your static list. This means that although a contact may have opted-out of your Permission, they are still contactable because their contact record is Active. You will be able to mail a contact that may have unsubscribed.
If you work with static lists, you either have to manually track the unsubscribes and process them in your list or use global opt-out. That means someone will be unsubscribed but won't be able to receive any communications. No service messages either. -
Manually track data changes
If you want to use Data Edit Forms within Mail+, you will have to manually make changes to your external system or static list. -
Automated campaigns aren't triggered based on a static list
Only when a contact is in the active file are automatic campaigns triggered by means of changes and actions. This is not the case with a static list.
